Cilantro, Lime and Black Bean Rice

2 Tbs. Oil
1 Med Red Onion
2 tsp Garlic
1 C. Rice
1 1/2 tsp. Cumin
1/2 tsp. Cayenne Pepper
1/2 tsp. Tumeric
Salt
3/4 C. Black Bean
1 lime
3 Tbs. Cilantro
